CONSTRUCTION AND SCHEDULE CONSTRAINTS

PART 1 - GENERAL

1.1       GENERAL

A. Work  shall  be  scheduled, sequenced,  and  performed  in  a  manner  which  minimizes disruption to the operation and maintenance of the existing facilities.

B. The Contractor shall incorporate the construction and schedule constraints of this Section into the construction schedule(s) required under Section 01311.   The schedules shall include the Contractor’s activities necessary to satisfy all the constraints of the Contract Documents.

C. Some  of  the  temporary  facilities  are  shown  schematically  on  the  drawings.    The Contractor may propose an alternate sequence of construction and alternate temporary facilities.  Temporary facilities shall comply with the requirements in Section 02999.

1.2       PERMITS

A. The Contractor shall abide by the conditions of all permits and shall obtain proof of satisfaction of conditions from issuers of permits prior to acceptance of the work by the Owner.

1.3       SCHEDULE CONSTRAINTS

A. General:   It is the Contractor’s responsibility to coordinate and plan the construction activities to integrate each schedule constraint into performance of the overall work.

B. The  listing  of schedule  constraints  below  is  for  the  Contractor’s  reference only.    In addition, all scheduling constraints or special conditions have not been identified.  The list shall not substitute for the Contractor’s sole responsibility for planning and coordination for completion of the work in accordance within the Contract Documents.

C.         The Contractor shall perform the work in accordance with the following constraints:

1. The Contractor will be performing work connected to, adjacent to, and at an operating wastewater treatment plant.  Under these conditions, precautions will be necessary to ensure that no damage occurs to this existing facility, including but not limited to structures, piping, buried utilities, above ground utilities, and roads that are to remain in operation and including those to be modified or replaced.

2. The  wastewater  treatment  facility  must  be  kept  in  continuous  operation throughout the construction period.   No interruption will be permitted which adversely affects the normal facility operation. The Contractor shall provide temporary facilities and make temporary modifications as necessary to keep the existing facilities in operation during the construction period.   Any temporary facilities, materials, equipment and labor required to achieve this objective shall be provided by the Contractor and included in the original bid price.   At the completion of work, all such temporary facilities, materials, and equipment remaining shall be removed from the site.

3. Minimize  the  number  and  duration  of  power  outages.     Provide  standby generators and all fuel needed during periods of power outage.  Provide all labor required to keep generator(s) fueled.   The number of electrical power outages will be limited to three (3). The maximum duration of each outage will be limited to one (1) hour.  Outages must be coordinated to coincide with low flow periods (i.e. between midnight and 4 AM).

4. Interruptions to influent pumping must be minimized.  Interruptions up to 1-hour may take place between midnight and 4 AM.  For interruptions longer than 1-hour temporary bypass pumping must be provided in accordance with Section 02999.

5. The installation of the parallel 24-inch diameter influent flowmeter shall be one of the last work items.

6. Portions of the temporary RS bypass pipeline will be installed above ground.  In order to minimize the disruption of the plant roads and the work which requires the installation and operation of the temporary pipeline shall be limited to no more than eight (8) months.  This means that most of the primary sedimentation tanks and sludge digestion facilities will be nearing completion before the temporary RS pipeline is installed.

7. The mechanical screens at the Screen Structure must remain in operation at all times.   Only the west channel (manual bar screen) will be blocked off using existing slide gates.

8. Where the temporary pipeline discharges to the selector zone inlet channel the Contractor shall remove the existing gratings or cover plates, but the resulting openings  must  be  covered  with  heavy  steel  plates  for  the  protection of  the operators.

9.         The Contractor shall supply all temporary bulkheads needed during construction.

10. All utilities must remain in service during modifications unless specifically noted otherwise on drawing or in specifications.

11. Interruptions in service of the existing bypass pipeline that extends from the AGT to Pond 2 must be minimized.   The temporary RS bypass pipeline will have a lateral to this line but no single interruption to this pipeline shall exceed 24 hours.

12. The  New  Laboratory  and  Operations  Building  and  Administration  Building Renovation project shall be completed within 250 calendar days from the date of Notice to Proceed.  Administration Building Renovation may not begin until the Owner has vacated the existing Administration Building and moved its operations to a temporary off-site facility.   The Owner plans to vacate the existing Administration Building within 60 calendar days from the date of Notice to Proceed.

1.4        OUTAGE PLANS AND REQUESTS

A. Modifications to existing facilities, the construction of new facilities, and the connection of new to existing facilities will require the temporary outage or bypass of existing treatment processes or facilities.  In addition to the construction schedule required under Section
01311, the Contractor shall submit a detailed outage plan and time schedule for all construction activities which will make it necessary to remove a tank, pipeline, channel,
electrical circuit, equipment, structure, road or other facilities from service.   All outage plans shall be approved by the Owner.

B. The outage plans shall be submitted for the Resident Project Representative’s review and acceptance a minimum of three (3) weeks in advance of the time that such outages are required.   A System Outage Request form furnished by the Engineer shall accompany each outage plan.  The outage plans shall be coordinated with the construction schedule and shall meet the restrictions and conditions of this Section.   The outage plans shall describe the Contractor’s method for preventing bypassing of other treatment units; the length of time required to complete said operation; any necessary temporary power, controls, instrumentation or alarms required to maintain control, monitoring and alarms for the treatment plant processes; and the manpower, plant, and equipment which the Contractor shall provide in order to ensure proper operation of associated treatment units.

C. The Resident Project Representative shall be notified in writing at least one week in advance if the schedule for performing any outage has changed, or if revisions to the outage plan are required.

D. The Contractor shall provide written confirmation of the shutdown date and time two working days prior to the actual shutdown.
