SCHEDULING AND REPORTING
PART 1 - GENERAL
1.1 GENERAL
A. The scheduling of the work under the Contract shall be performed by the Contractor in accordance with the requirements of this Section. The development of the schedule, the cost loading of the schedule, monthly payment requisitions and project status reporting requirements of the Contract shall employ computerized scheduling. Where submittals are required hereunder, the Contractor shall submit four copies of each submittal item.
B. The construction schedule shall also be prepared in conjunction with the Schedule of
Constraints described in Section 01313.
1.2 SCHEDULE SUBMITTALS
A. The Contractor shall submit to the Resident Project Representative within 20 calendar days after Notice to Proceed the Contract Schedule of Work. The Schedule shall show various elements of the work in sufficient detail to identify submittals, acquisition, manufacture and delivery of project materials, and the various tasks and elements of construction, cleanup and demobilization. A draft Construction Baseline CPM Schedule shall be precedence based, cost and resource loaded utilizing Oracle Primavera P6 software based on the schedule of values as approved by the Engineer in accordance with the requirement of Section 01301. The Engineer and Owner will review the draft Construction Baseline CPM Schedule within 14 calendar days after the Notice to Proceed and comments will be returned to the Contractor The Contractor will submit the final approved Construction Baseline CPM Schedule within 30 calendar days after the Notice to Proceed.
B. Acceptance: The acceptance of the Contractor's schedule by the Resident Project Representative and Owner will be based solely upon the schedule's compliance with the Contract requirements. By way of the Contractor assigning activity durations and proposing the sequence of the work, the Contractor agrees to utilize sufficient and necessary management and other resources to perform the work in accordance with the schedule. Upon submittal of a schedule update, the updated schedule shall be considered the "current" project schedule.
C. Submission of the Contractor's progress schedule to the Owner or Resident Project Representative shall not relieve the Contractor of total responsibility for scheduling, sequencing, and executing the work to comply with the requirements of the Contract Documents.
D. Monthly Updates and Periodic Schedule Submittals: Following the acceptance of the Contractors Construction Schedule, the Contractor shall monitor the progress of the work and adjust the schedule each month to reflect actual progress and any changes in planned future activities. Each schedule update submitted must be complete. Each update shall continue to show all work activities including those already completed. These completed activities shall accurately reflect the "as built" information by indicating when the work was actually started and completed.
E. Neither the submission nor the updating of the Contractor's original schedule submittal nor the submission, updating, change or revision of any other report, curve, schedule or narrative submitted to the Resident Project Representative by the Contractor under this Contract, nor the Resident Project Representative’s review or acceptance of any such report, curve, schedule or narrative shall have the effect of amending or modifying, in any way, the Contract completion date or milestone dates or of modifying or limiting, in any way, the Contractor's obligations under this Contract. Only a signed, fully executed change order can modify these contractual obligations.
F. The monthly schedule update submittal will be reviewed with the Contractor during a construction progress meeting. The goal of these meetings is to enable the Contractor to initiate appropriate remedial action to minimize any known or foreseen delays in completion of the work and to determine the amount of work completed since the last month's schedule update. The status of the work will be determined by the percent complete of each activity shown on the Schedule. When the monthly schedule update is accepted by the Resident Project Representative, the percent complete shown in the monthly update will be the basis for the Application for Payment to be submitted by the Contractor. If rejected, the update shall be corrected and resubmitted by the Contractor before the Application for Payment for the update period can be processed.
G. Schedule Revisions: The Contractor shall highlight or otherwise identify all changes to the Schedule or activity durations made from the previous schedule.
1.3 CHANGE ORDERS
A. Upon approval of a change order, or upon receipt by the Contractor of authorization to proceed with additional work, the change shall be reflected in the next submittal of the Schedule by the Contractor.
1.4 PROJECT STATUS REPORTING
A. The Contractor shall prepare monthly written narrative reports of the status of the Project and submit to the Engineer. Written status reports shall include:
1. The status of major components (including but not limited to percent complete, amount of time ahead or behind schedule) and an explanation of how the work will be brought back on schedule if delays have occurred.
2. The progress made on critical activities indicated on the schedule.
3. Explanations for any lack of work on activities planned to be performed during the last month.
4. Explanations for any schedule changes, including changes to the schedule logic or sequence, or to activity duration.
5. A list and schedule of the critical activities to be performed over the next month.
6. Any delays encountered during the reporting period.
7. An assessment of inclement weather delays and impacts to the progress of the work.
8. Include any other information pertinent to the status of the Project. The Contractor shall also include any additional status information requested by the Engineer.
9. Include an estimate of the amount and value of the work done up to that time in the performance of the Contract. Such estimates shall include estimated quantities of unit price items of the Bid and the approved itemized breakdown of any Lump Sum items. Partial estimates shall be subject to adjustments and approval of the Owner as provided in the General Conditions. Partial estimates and partial payments shall also be subject to deductions and withholding as provided in the General Conditions.
1.5 INCLEMENT WEATHER PROVISIONS OF THE SCHEDULE
A. The Contractor’s construction schedule shall include 10 lost days due to inclement weather. Inclement weather delays shall be determined as specified in Section 00800.
